Why couldn't napoleon annex Russia?

Indeed Napoleon had never wanted to "annex" Russia but only to force the Czar to apply the full terms of the Continental System against Great Britain.
Of course, had he carried out successfully the war, the Russia would have been deprived of some territories in favour, for example, of Austria and/or another of his allies. But it was not to be, because he was disastrously defeated.
