Had it began the war within the first weeks like every other country invovled in the war, it would have been at a disadvantage with its smaller army and artillery supply. Also, the Central Powers had one thing over the US in both instances: It had something to win or lose. The war was partly on their land and they were fighting to win old conflicts.
