In response to what he saw as the Catholic threat, Bismark launched the battle for civilization. His goal was to make Catholics put loyalty to the state above allegiance to the Church.

Kaiser Wilhelm was the Emporer of Germany from 1888 to 1918. As such he was the head of state, but not a member of a political party. His political leanings were varied, but early on he became very interested in social issues. A strong indicator of his believes is evident in his dealings with his Chancellor, Bismarck. Bismarck, a conservative, was trying to incite a serious clash between his government and the socialist movement in order to be able to crush them. While the Emporer was not fundamentally opposed to legislation targeting the socialists, he did not want a violent clash or uprising to happen. Because of their differences, Bismarck eventually resigned, but he is now considered one of the most brilliant politicians in German history.

During the Enlightenment (a period in which reason was the primary authority) a religious movement known as deism came about. It is often described to as the clock-model in which God is a clockmaker who once He has created the clock (the world) leaves it be (goes away and doesn't involve himself in it every again). Voltaire liked Deism and this, compounded with the flaws of the Roman Catholic Church pushed him to write this satirical piece against the Church. Through it, Voltaire hoped to crush the flaws of the church such as simony (selling of church offices and paying to get into heaven...this practice began during the Crusades) and the orgies of the Popes and other high ranking officials.
