No country is permitted to mine in Antarctica. It was never an option for Australia's Prime Minister, Bob hawke, to permit mining in Antarctica.

Mining has never been undertaken in Antarctica, because it is recognised that the Antarctic is the only remaining pristine place on Earth - and even that reputation is under threat, with the various scientific research stations which operate on the continent.

The Madrid Protocol, which bans mining in Antarctica, is part of the Antarctic Treaty; it was signed in 1991 by the parties that signed the Antarctic Treaty. It is due for review in 2041.
