Cartoon Network (in the 90's/early 2000's) used to primarily show productions based off of the Hanna-Barbera productions, but after their deaths (due to old age), Cartoon Network searched for new animators and new ways to compensate for the hole in their line up. Cartoon Network thus began introducing lame Cartoons and a failed attempt at live action shows. It seems that now a days Cartoon Network is pretty much scatterbrained and will be for a long time. This link lists all of their shows from October 1992 to present and shows a few of the upcoming shows.

If you are looking for the good old cartoons, on the east coast every Friday from 8-9 p.m. Cartoon Network hosts the cartoon planet line up which may feature 4 of any of Cartoon Networks best shows (i.e. I am weasel, Ed, Edd, and Eddy, Robotomy, Chowder).

Quite simply - no. A television is an inanimate object and the cartoons which may be transmitted to the television are also incapable of living actions such as eating prey.
