Luther's initial aim to get rid of indulgences went much further than he expected and at some point further than he wanted it to go. Charles ordered Luther to the diet of worms, because he was so busy in other countries like France and Spain that he was unable to act against Luther. At the beginning he thought Luther was just a normal monk and therefore had no concerns, however at some point things got out of his hand and he had to call the diet.
