President Clinton sent military troops to Bosnia because of the terms of NATO. He sent them to help stop the Serbs from committing genocide according to International Law.
During his presidency, President Clinton sent troops to several regions and countries. Some notable examples include Bosnia and Herzegovina, where he deployed troops as part of a NATO peacekeeping mission; Somalia, where he ordered the withdrawal of American forces after a failed intervention; and Haiti, where U.S. troops were sent to restore democratic order after a coup. He also authorized military interventions in Kosovo and Iraq.
The deployment of troops to Bosnia-Herzegovina and 1999 NATO Air War all occurred over the general context of the Balkan conflict. These interventions came in response to the breakup of Yugoslavia whose aftermath including territorial changes, ethnic cleansings, genocide and humanitarian crises.

At first he sent in about 50 military advisors. Later, he expanded this to more "advisors" and even military troops.
He didn't. They had already been sent there first by George HW Bush, and happened to still be here when William J Clinton took office. The soldiers were part of UN effort to make sure that emergency food supplies were reaching Somali civilians. However, Somali warlords hijacked the food shipments after they were distributed. The American's tried to stop this through military intervention, and this led to the incident commonly known as "Blackhawk Down". Clinton shortly thereafter removed the troops from Somalia.
Yes, with what many would say was a vastly insufficient force. See the movie Black Hawk Down.
