In 1867 women had no rights. They couldn't own land, attend college, have a bank account, nor vote. It will take until 1920 to get the right to vote, but many other rights have been reached one by one. Many professions were not open to women until the 1980's and the first woman Air Force pilot wasn't until 1985. Even today out of 435 people in Congress there are only 20 women and a handful of women who are governors. The world has been run by white rich men who see women and minorities as threats and inferior. Today, many of the same type of man who has wanted to keep women in the kitchen and barefoot still are trying to take away the gains they have made in the last 20 years.
No. At one time only adult white male landowners had the right to vote. Then only adult males. Women got the right to vote as a result of the women's sufferage movement and eventually black men and women also got the right to vote.

women and black people did not have the right to vote
Congress has few women among its members. Until the 1960's Congress was predominately males. More and more women are running for office, now though.
Some do.
