Eoin MacNeil was a constitutional nationalist he didn't believe that violence was necessary. Members of the IRB brought a note to Eoin MacNeill which stated that the British Army were going to suppress the IVF this forged note was known as the castle because of this not Eoin MacNeill gave permission to join the rising when he found out it was fake he called his troops back but many of them did not get the message and went out in the rising.

He never was informed about the Easter Rising. Which is exactly why he changed his mind about it, he was only in it for Home Rule to be granted to Ireland however the others who were involved with the rising wanted more, and they knew that he would opt out upon finding out that there was to be a rising. On Saturday just before the rising, MacNeill learnt about the plans for the rising fully, and ordered Irish Volunteers to cancel their part in the rising on Sunday.
