The only thing you have to fear is fear itself because, if the fear is strong enough, it can immobilize you, and leave you paralyzed. Some people say that fear is the strongest emotion because of this.
FDR said this in 1933 and was talking about the economic depression. Depressions get worse if people are afraid to spend their money or invest. Such is the "savings paradox" of economic theory.

part of this is often misquoted as "We have nothing to fear but fear itself".

Such expressions date back to ancient times, and [Julius Caesar] is said to have told his wife Calpurnia "We have not to fear anything, except fear itself in response to a dream she had indicating that he was in danger the night prior to his assassination
