France would want to avoid another world war at all costs because it affected the whole nation economically, motivationally, physically, emotionally, physcologically, and spiritually.

Most particularly, the effects of having a substantial part of the male population for an entire generation wiped out during WWI made France eager to do ANYTHING to prevent another war. Too bad it didn't work!
