The Germans by the way did not surrender to the USA; they surrendered to the combined Allied Powers: Great Britain, the USA, the Soviet Union and France.

Noone, really. The Germans gave up before allied forces got here. The first ones here after that were the British, lead by Field Marshall Montgommery. An exception was the island of Bornholm, where the Germans refused to surrender to the Russians, and demanded to be allowed to surrender to the british. The island was then bombed by the Russians while the rest of the country held victory celebrations.

May 7th and 8th of 1945 the Nazi Germans surrendered to the Allied Forces. Field Marshall Montgomery signed the Instrument of Surrender with Admiral Doenitz. They had no other choice but to surrender. Their people were homeless, starving and needed a miracle. The Wehrmacht (army) was reduced to nothing and they were starving too.
