Take it you are referring to WWII; Germany's main adversary in WWII was Soviet Russia, and Germany wanted Japan to open a second front against Russia in the East.
When Japan attacked the US in December 1941 Germany was hoping that if they declared war on America then Japan might help them out by attacking Russia in the East.
They sank US ships and they declared war on the USA and were anti semitic to the extreme Therefore it would be reasonable to think the US was in fact provoked. It was also imperative for the US to make sure the war was won by the country's that owed them the most money, i.e the Allies.
It angered the us because the U-Boats(german submarines) sank the Lusitania which was a passenger ship that held american passengers in it and the "loot" for trade was in basement of the ship. Also because they violated the Sussex Pledge which was to warn before attacking.

He overestimated the capabilities of his allies (Italy & Japan) and likewise failed to correctly understand the staying power of Great Britain & the Soviet Union. Hitler believed that Japan could keep the US occupied with a Pacific War, while he defeated the Soviet Union in Europe.
