When G-d offered the Torah - with all its 613 commandments, known as the Taryag Mitzvot, and strictly binding laws and regulations - he did not offer it first to the Hebrews. Instead, it was offered to various other groups but none of them were willing to accept His rule and live according to those commandments. Eventually, he offered it to the Hebrews who were the only people willing to accept it - this is known in Judaism as "taking up the yoke of G-d's rule." In doing so, they were able to form a special relationship with G-d.
