Not to sound offensive or anything, but people say it may be because God doesn't exist; that he's a simple figment of imagination or a creation of the human mind to give us confidence and company in our darker days.
Others say that this is because he allows free will to all humans, because we need to learn our own lessons in life and not have him decide it all for us. Contemplate that, you'll find an answer.

There were four main rationalisations given by surviving Jews.
