It depends on your understanding of the word religion. I would say that where people were following a set of rules and beliefs then they were following a religion; certainly people in India consider themselves as religious and god-fearing. However, the difference between Eastern religions and Western religions is that they (Eastern) religions are not dogmatic and therefore rarely can you be punished for blasphemy or taking the lord's name in vain. Also the control a certain priest/guru has will depend on his personal appeal in that region - there is no hierarchy of priests with a single individual deciding what rules are to be followed. Because of this, Eastern religions tend to be very tolerent and people are encouraged to think outside the box. Most Eastern philosphies encourage individuals to think for themselves and indeed, are invited to make improvements in the particular philosophy as they see fit.
