Because France and Britain agreed to allow Germany to expand its borders a certain amount to try and dispel Hitler's ambition by giving him a large portion of Czechoslovakia. When Hitler kept making advances into the rest of Czechoslovakia and Poland Great Britain and France warned Hitler to stop or they would be forced to declare war. Hitler (correctly) assumed that he would soon be at war with France and Britain. In World War I Germany had gotten stuck fighting against France, Britain, and Russia, all at the time same. Hitler hoped to avoid repeating that mistake, and sought the non-aggression pact with Stalin. Almost immediately after getting it, Hitler's Germany invaded Poland, and World War II began.
Because Britain & France had agrred with Poland to protect Poland from Hitler's attack. The similar aggreement was made to Czecholsolvakia and they self interst minded had led them failed to fulfil their agreement and ask the Czech to surrender to Hitler. They won't want to lose face again and had enough of Hitler's nonsense.

Their documents signed by Hilter were worthless pieces of paper since he had already planned on taking over France and many other countries, even before they signed the non-aggression pact. Both leaders of France and Britain wanted to avoid war with Hitler at all costs because the nations were recovering from the depression and the people did not want to go to war again with Germany after the tragic Great War.
Stalin knew that Hitler couldn't afford to fight a two front war. He demanded steep and unreasonable terms, and Hitler was forced to comply while he fought France and Britain. He wanted to enslave Russians because he wanted revenge, and he hated communism.
From1933 to 1939, Britain and France followed a policy of appeasement. In 1933 Hitler wanted to rearm, although forbidden by the Treaty of Versailles. At a conference, Hitler said, "I will unarm if you do so too." He was allowed to by Britain as the treaty was said to be 'unfair'. They also ignored the remilitarisation of the Rhineland as Britain, France and the League of Nations were dealing with the Abyssinian crisis. They ignored his Anschluss with Austria and helped him gain the Sudetenland in order to appease him. Britain may have done this to give them time to rearm after the great depression and WW1, or Neville Chamberlain may not have realised that Hitler was not to be trusted, and that each demand was not his last one, as he kept promising. However in 1939 when he invaded the whole of Czechoslovakia, they realised, and ended appeasement.
