They were the richest and easiest OIL rich countries to get. Oil was so quantiful and of decent grade, that in some cases, the Imperial Navy was able to re-fuel their warships directly from the oil plants into their waiting warships without further refining. Refining takes time. The Japanese Navy didn't have time!
