It's known as a Horo and it had two uses. One, it was used for warding off evil spirits and misfortune. Two, with the appropriate basket inside it (wicker or bamboo) and the natural folding of the cloth itself, it could slow down or even stop arrows. There is still debate for the effectiveness on both accounts, as well as the different forms and time periods, but that is the basics of it.
