Jesus wanted to travel to Judea despite his being wanted because he did not fear death. When His disciples warned him of the danger of travelling to Judea, He answered, are there not twelve hours in a day? If one travels in the light he will not stumble. Jesus could have raised Lazarus from afar.

Jesus also taught that no one shall come to the Father without going through Him [Jesus]. Jesus reinforced his teachings by his actions. To raise Lazarus without going to him would have counterdicted that teaching point.

Jesus never did what Jesus wanted to do. Jesus' actions were willed by the Father.

Basically, because it was prophesied. Two accounts in the New Testament describe Jesus as born in Bethlehem. According to the Gospel of Luke, Jesus' parents lived in Nazareth but traveled to Bethlehem for a census. John MacArthur in his Study Bible notes on Luke 2:1-2 said this was the census of AD 6. Jesus was born in Bethlehem before the family returned to Nazareth.

It was prophesied that Jesus would be born from the tribe of Judah in approx 1689BC [Ussher]:-

Genesis 49(v.10) The scepter shall not depart from Judah, nor a lawgiver from between his feet, until Shiloh [ie Messiah] come; and to him shall the gathering of the people be.

It was further prophesied He would be a descendant of King David [see 2Sam 7:14; 1Chr 17:13; Ps 2:7; 2Sam 7:16], and that He would be born in Bethlehem.

Micah 5: (v.2) But you, Bethlehem Ephratah,[ie little] though you be little among the thousands of Judah, yet out of you shall he come forth to me that is to be ruler in Israel; whose goings forth have been from of old, from everlasting.

This prophecy was fulfilled about 1685 years later as it is generally accepted that Jesus was born about 4BC.

Hebrews 7: (v.14) For it is clear that our Lord is descended from Judah, ....

( Since the Hebrew Scriptures were translated into Greek about 260BC these accounts could not be later than that.)

They had come for the annual celebration of the Passover feast but Jesus came the prior week riding a donkey into Jerusalem as the people proclaimed him "king" and laid down palm fronds (now called Palm Sunday).
