Because the first testament was ineffective, so J;esus gave us a New Testament in his precious blood.

His sadness at mans inability to keep the Old Testament commandments is shown in Deuteronomy 5:29 O that there were such an heart in them, that they would fear me, and keep all my commandments always, that it might be well with them, and with their children for ever!

So he made this promise to Man:

Deuteronomy 5.33 Ye shall walk in all the ways which the LORD your God hath commanded you, that ye may live, and that it may be well with you, and that ye may prolong your days in the land which ye shall possess.

And he fulfilled it in the changed new testament when he put his commandments in the hearts and minds of those who believe; according to:

Hebrews 8.10 For this is the covenant that I will make with the house of Israel after those days, saith the Lord; I will put my laws into their mind, and write them in their hearts: and I will be to them a God, and they shall be to me a people:
