He didn't consider the Jews to be German since they didn't have German blood in them. He didn't try to exterminate all the Jews, however he made an agreement with them called the Haavara agreement which was about sending the Jews abroad (1/3 of them did accept and left). Many of the others were sent to camps but if they were gassed or not is debated but we all know that many Jews died in the WW2 but not any more than Germans, Russians, Hungarians or Poles died.
