he didn't
He may have taken a "pot-shot" at General Edwn Walker, US Army.
On 22 November 1963.
General Walker was killed on April 3, 1963, in Dallas, Texas, by a sniper's bullet. The assassin, later identified as Lee Harvey Oswald, shot Walker while he was in his home. The attack was politically motivated, as Walker was a controversial figure known for his far-right views. Oswald was arrested shortly after the assassination of President John F. Kennedy later that same year.
President John F. Kennedy.
The President of the United States (JFK).

Lee Harvey Oswald is 5' 9".
His name was Lee Harvey Oswald, and he owned, and unfortunately used, a 6.5 mm caliber Carcano rifle, and a .38 revolver. The rifle he used to try and kill General Walker (fortunately Walker was only injured) and months later he used it to kill Kennedy, injure Governor Connally, and injure also a bystander named James Tague. Then after abandoning the rifle, he went to where he boarded when not at home, got his handgun, and used it to kill Officer J. D. Tippett, who pulled over to talk to Oswald soon after his description was radioed to the police. Then he hid in a theater from the police, and tried to shoot the arresting officers when they showed up. I have no idea how come most of that underlined itself, or how to make it revert. Sorry.
Yep, he sure did. 5 out of 6 shots went right into Officer J.D. Tippit's gut.
