Because the Union had at last scored a victory (Antietam), so he could issue the Proclamation without making it look like a desperate measure.
First he waited until the war was going better for the Union, not wanting to appear that the freeing of the Southern slaves was a desperate move. The Union's victory came in September when it repulsed Lee's invasion of the North at the Battle of Antietam. Lincoln issued a preliminary draft of the proclamation on September 22 that warned the Confederate States that if they did not return to the Union by January 1, 1863, he would issue a second proclamation declaring the slaves of those states "forever free". He was basically giving the South time to change their minds.
The colonist rebeled against the proclamation.

He forced Lincoln to free the slaves which Lincoln did not want to do.The two almost came to blows with fists in each others face in the White House over the subject. The Emancipation Proclamation was the briefest document Lincoln ever authored because he did not want to do this. Perhaps, because he knew it would lead to Civil War. That very night Vice President Hamlin's wife had 50 black slaves hidden in the basement of the VP residence as she was running underground railroad for slaves to Maine and Canada.
