President Abraham Lincoln supported the Ten Percent Plan for Reconstruction because he wanted to mend ties with the former Confederate states, not punish them further.

The 10 Percent Plan was the title of Lincoln's plan for the South's recovery from from the war.
President Lincoln's proposal for reconstruction was called "Lincoln's 10% Plan." It was a plan to reunify the North and South after the War's end.
The Ten Percent Plan was put forth by Abraham Lincoln as a model for the Reconstruction of the Southern states after the Civil War had ended. Basically the rule for reinstatement to the Union was that only 10% of the vote in 1860 swore allegiance to the United States and agreed to the emancipation of all slaves.
Lincoln's ten percent plan meant: -if in a former Confederate State at least the 10% of voters in 1860 had sworn loyalty to the Union, renouncing all armed action to combat it, giving rise to a local government that engaged itself to implement these resolutions together with the gradual emancipation of the slaves, that government would be considered legitimate representative of that state which would have been restored in its ancient rights inside the Union. This plan had already been implemented in Louisiana before the end of the war. African Americans were therefore not related to.
The Ten Percent (10%) Plan.
The Wade- Davis Bill was passed over Lincoln's Ten Percent plan. The Wade-Davis Bill called for a majority vote (51%), while Lincoln's only called for 10%. People didn't like the 10% plan because only 10% had to support while leaving 90% to support the South if they wanted.
Lincoln's plan was the ten percent plan and Johnson's plan was Reconstruction
"10 percent" Reconstruction plan
The 10 Percent Plan was the title of Lincoln's plan for the South's recovery from from the war.
Many people liked Lincoln's plan for reconstruction because it was not as radical as others. Lincoln had the 10% Plan, which was that ten percent of a state's population had to declair loyalty to the Union to become a state again, and Lincoln's plan allowed former Confederate leaders to be elected into Washington.
