Civilizations don't happen (lightning strikes a group of people and they formulate laws and writing and custom) they develop. Any time that people live in close proximity, face common problems, become related by marriage etc. they develop rules or traditions to cover their interactions. These agreed on ways of doing thing eventually characterize that group of people and is their civilization. It gets more complex as time goes on. The Mayans followed this route.
