Vulnerability to earthquakes is the most important. The city itself was built on the dessicated remains of Lake Texcoco, thus the underground is prone to "soil liquefaction" during strong earthquakes.

Some areas of the city sink by a couple of inches each year, resulting in cracking streets and sidewalks and from time to time, buildings that have to be evacuated due to unstable foundations.
