PEI rejected Confederation because they were a small colony at the time and they were thriving very well on their own. If they were to join the other colonies in Confederation then they would have to pay higher taxes and were scared they would get overruled. So there was really no benefit they would get with joining Confederation except for trade which they had with Britain.
