The state of North Carolina had offered to give up the area to Congress in April of 1874 to help pay off debts from the American War for Independence.The state named 'State of Franklin' or 'State of Frankland' or "The Free Republic of Franklin' was created in August of 1784 and was located in what today is eastern Tennessee. Residents of the area were unhappy with North Carolina's governance and feared that the US Congress might sell off the area to a foreign power. They petitioned Congress for statehood in 1785, however they did not receive the 2/3 majority required by the Articles of Confederation. They operated as an independent republic until the State of Franklin was dissolved in 1789 and North Carolina regained control of the area.
