The Peloponnesian League armies were stronger than Athens could muster. The Athenians had the most powerful fleet. Long walls protected the city and connected to the port, so the fleet could be sent out to raid the Peloponnesian cities, and was capable of defeating any Peloponnesian fleet.

That is, until Persia bankrolled a comparable fleet for the Peloponesian League, and Athens lost its sea advantage, could not resupply itself with food, and was starved into submission.
