Peter succumbed temporarily to the fear of persecution. Any who were associated with Christ were in physical danger. Mark tells us, though, that when Peter thought about his actions, he was bitterly upset about them.
The response of Peter began as a literary convention in the earliest gospel, The Gospel According to Mark. Burton L. Mack (Who Wrote the New Testament) says that Mark is an obvious fiction, which portrays the disciples as failing to understand who Jesus was and what Jesus taught them. They are negative examples, letting the reader see that one could be a better disciple of Jesus by following the story in Mark's time than the disciples who followed in Jesus' time.
Theodore J. Weedon (Mark: Traditions in Conflict) is quoted as stating, "Mark is assiduously involved in a vendetta against the disciples. He is intent on totally discrediting them. He paints them as obtuse, obdurate, recalcitrant men who at first are unperceptive of Jesus' messiahship, then oppose its style and character, and finally totally reject it."
The other gospels, while reliant on Mark, toned down his rhetoric regarding the disciples, but retained the passage in which Peter disowned Jesus.
