In my novel The Robin Hood Chronicles Robin give he answer I believe any robber would give: he steals from the rich because they're the only people who have money. He'd be wasting his time to steal from the poor.
Highwaymen were thieves on horseback who robbed travelers so the answer depends on many factors:
how many people they robbed
how rich the victims were
how successful they were
why did they steal- were they stealing from desperation or because they liked to
how long had they been at it
Most people rob when their friends have dared them to or they feel an impulse and just take something.

Dick Turpin was a notorious English highwayman in the 18th century, but there is no historical evidence to suggest that he robbed the rich to give to the poor like the legendary figure Robin Hood. Turpin was known for his violent crimes and was eventually captured and executed.
