It could be for a variety of reasons but primarily as a result of Joesph Stalin's fearsome reign during the World War II. People lived in fear of the government and its ablity to send entire families to the gulags. Furthermore, as a result of Russia's communist government taxing the people so heavily to support its rapid industrialization: people were fearful.
The second cause would have been a consequence of Russia's failing economy after the first World War when the people lived in mass poverty. They would have immigrated to leave the reoccuring famines and again, the supressive government.
