This is a sort of anomaly. The underlying theory that ADL applied was to survey the population and see how widespread certain myths about Jews were, such as the claim that Jews control the world's wealth or similar. They then made the connection that ascribing to those types of myths is indicative of levels of Anti-Semitism. In most of the world, such a correlation is correct. When Europeans or Arabs hold that Jews have monstrous economic power, it is indicative of their hatred of Jews. However, in the Korean case, the Koreans are awestruck and envious, seeing such mythologized success as worthy of emulation, not hatred.
As a result, it is on account of believing Anti-Semitic myths that Koreans are Philo-Semitic, which is unique in the world at this point in time. However, because of the calculation method employed by ADL, South Korea is incorrectly seen as being Anti-Semitic.
