Well they didn't actually fund him, the queen gave him her diamonds so he could sell them and fund himself. What the Spanish kings did was authorize him and gave him the title of governor of any territories he found. They did this because any findings would be of Spanish property and that meant that the Spanish kingdom could expand its lands and of course, find a new trade route to the east.
