Only God creates saints. The Church does not determine who goes to Heaven as that judgment is God's alone. However, the Catholic Church has a screening process called canonization which investigates the lives of saints to determine if they had lead a life worthy of emulation. In other words, do they make good role models for the living. Also, there has to be no doubt that the person is in Heaven. That is why the process is so long and thorough. During the process miracles that Our Lord may have worked through the intercession of the saint must be investigated and verified. Medical science must have no possible earthly explanation for the event.
