Roosevelt, upon his election in 1904, proclaimed that he would not seek another term in office in 1908. This was because he felt that he had served most of McKinley's term and that it was the right thing to do. Privately, he later regretted the decision, and it was probably one of the reasons he ran again in 1912.

Although Theodore Roosevelt was very popular, he was running against his own party, the Republicans (or Grand Old Party). Republicans were split in their allegiance to the Party and to Roosevelt, the former Republican President. This division split the GOP's votes and Democrat Woodrow Wilson gained the plurality and was elected president.

Theodore Roosevelt didn't run in 1908, but when William Howard Taft undid some of Theodore Roosevelt's policies, Theodore Roosevelt ran again.

Roosevelt served almost 3 1/2 years after McKinley was killed and although he agreed to run in 1904 for another term, he declared that he would not run in 1908 since that would be like a third term.There was a strong precedent set by Washington that a president should serve only two terms and it would have made him look presumptuous if people thought he planned to go for a third term. My guess is that he thought at the time that one more term would be enough for him to accomplish his goals as president and that it would help his election chances and be good for his party if he made it clear that he would not run in 1908. (As you know, he later changed his mind.)

Roosevelt was dissatisfied with the actions of his successor, William H. Taft, so he decided to run again for president in 1912 as the candidate of the Progressive or "Bull Moose" Party.

Because he had basically already held two terms as president, as McKinley died shortly after the election. Plus, Roosevelt was at the time confident with his hand-picked nominee Taft.
