Jefferson was very much against it. He thought it was unconstitutional. When he became president Thomas Jefferson freed all the men imprisoned by the act as one of his first acts of office. Jefferson even reimbursed the fines they'd paid - with interest - and granted them a formal pardon and apology.
He argued it violated the tenth Amendment.
