The framers of the Constitution wanted a bicameral legislation to prevent abuses of power, and concentration of power. The separation acts as a "check & balance" between the Congress and the President. In the Federalist Papers, which enumerated the wishes of how the Constitution and body of government would be created, the architects wanted individual state's to have a lot of influence over Washington, rather than be passive to central forces. congress is more representation rather than self governing
The US parliament house is commonly referred to as the Congress. There are also two parts of Congress: The House which consists of a number representatives from every state based on the population of that state.They vote on bills to be passed onwards in government. And then there is the Senate, consisting as well of representatives. However, every state gets only two representatives despite population number. The Senate votes to pass or reject bills that have made it through the House, and if the president doesn't veto it, bills passed in the Senate become law.

The President can limit Congress' power by exercising his veto power on their legislation rather than signing it into law.
There was no "New Jersey Compromise." It was named for Connecticut. The New Jersey Plan was an alternative representation plan for Congress as it was debated at the Constitutional Convention. Rather than a legislature based on population (the Virginia Plan), it proposed a unicameral legislature with each state being equal with a single representative. Under the "Great Compromise" or Connecticut Compromise, the New Jersey plan became the model for the Senate, and the Virginia Plan for the House of Representatives.
I'm guessing it is because the Congress was considered the more important of the three branches of the Federal Government.
There is a saying about keeping your friends near and your enemies closer. Jefferson and Hamilton were strong anti federalist and it seems that Washington was smart enough to keep them near rather than to let them roam around on the edges to cause problems . Hamilton also hated Adams and eventually Jefferson does as well. Washington didn't care much for Adams and ignored him so they all had that in common. Politically Washington was pretty savvy and astute when it come to controlling people and Congress.
