Harmful questions are questions that contain both a first and last name in a question, are extremely innapropriate, or are any other type of question asked in the intention to do harm to someone.
'How are you?' is a question identified as harmful for many reasons. Predators often start out using that question, and then get to know people on WikiAnswers, and then eventually find out where someone lives and robs or kidnaps them. It is very harmful, especially on a Q&A site such as WikiAnswers. It is mainly to protect the younger kids who do not think it is harmful.

The catch-all questions are used by supervisors to remove questions of a harmful, unallowed, or incomplete nature. There is a list of these at the Help Center.
I don't know exactly what question you're referring to, but if the question had only the word "Why?" and no other words, it would have been deleted because it is not an answerable question, since it is not a complete sentence. Why WHAT? No one would know what the question was asking about. This site exists for real questions, not just silliness. It might be silly but it's not harmful.
You sometimes could get things wrong that's how it makes the question harmful
