To run a country you need to know how much tax you can get from the land owners and farmers.

That is what the Domesday Book is for, it is a record of who owns each parcel of land, how much is being farmed and what it is worth. It also gives the name of the former owner and how much it was worth before the invasion in 1066 for comparison.

To govern a country a ruler has to know who owns the various parts of the land and how much money it is worth so he can tax the owner and use the money for his projects, such as invading other countries or just living extremely well.

That is all the Domesday Book is, an inventory of what each area of land is worth, who owns it, who used to own it and what it was worth then.
