He didn't really have much choice. State after state had begun granting suffrage to women, and while they could not vote in Federal elections, they could send members to congress. Also, the tide of public opinion was changing-- in the period from 1900-1910, most Americans still opposed giving women the vote, but during the 19-teens, there was a shift and more people became comfortable with women voting. Even President Wilson's daughter Jessie actively campaigned for women's suffrage. As pressure on Wilson increased, he was regularly being asked to do more than give women's suffrage lip service; finally, in 1918, he did come out in support of it.
