You would need to pour the water into the bowl.
First get a bucket of water, and put the same volume as is in the bowl in the bucket. Let the bucket sit over night, and put water conditioner in it. Net the fish out of the bowl, and put it in the bucket with the new water. Rinse the bowl out, and sponge the inside to remove any algae. Clean, and put back the gravel and ornaments. Pour the water and fish back into the clean bowl. DONT USE SOAP.

What I would do is, first turn off the heater, lights and filter. Then I'ld syphon some water from the tank into a clean bucket. Next I would net the fish and place them in the bucket. Then I would syphon most of the remaining water from the tank trying not to disturb the gravel or plants too much or leave them to dry out. I would then refill the tank with water I had kept overnight in clean containers to allow the chlorine to evaporate off. Alternativly you could use a commercial water conditioner available at pet shops to counteract the chlorine/chloromine in the tap water. Then I would turn everything electrical back on not forgetting to clean or replace about 80% of the filter medium. Maybe a little hot water would be required to equalise the temperature of the water in the tank with the water in the bucket and then if I was happy with everything being ready I would replace the fish in the tank.
here is how to do it: pour some water from the tank into a big bowl then put all the fish in there, then wash the rocks clean the tank or whatever then once you have cleaned the tank let it sit for about 24 hours then after the 24 hours you put the fish back into the tank. Add the gravel back in and pour tap water into your bucket. *Make sure you know exactly how many gallons you are putting in!* Now, add in the water conditioner, following the directions on the box. Slowly pour in water to the tank and add in plants and decorations. Now, you can add the fish!
