It is possible that it is more convenient for senders to send by air than sea transport.
Also, it might be possible that there is a minimum order of goods by ship. That if you dont have a huge quantity of goods, then there is a shipping charge that makes it too expensive than air transport on purpose.
Speed - Air freight is better if you have tight time constraints.
Cost - Air freight is generally priced by weight of item. Sea freight is priced by volume.
