Covering the moon with tin foil would have very little effect. It might make them be a tiny bit larger, simply because the mass of the moon would be that much higher.

Should be a pretty simple fix. I would try a piece of tin and some tar. Clean the area well, to remove all dirt, cut a piece of tin, put tar over and around (slightly larger than the tin). Put the tin over the area the apply more tar around the edge of the tin to secure it properly.

The simple answer is no because tin is very toxic. I would simply plant in the substrate with maybe a small stone as a weight if required. I have also used thin strips of lead successfully.
