Why did brian cox play the voice of the elder ood in the first part of the doctor who 2009 Christmas special but not the second new year's day episode?

The Elder Ood was indeed Brian Cox in part one of the finale however, in the first part, you saw Ood Sigma, played by Paul Kasey, greet the Doctor and take him to the meeting of the Oodkind (where the elders sat and allowed the Doctor to link in the circle).
In part 2 of the finale the Ood character that spoke the Doctor as he stumbled toward the Tardis was Ood Sigma, again played by Paul Kasey. The Character of the Elder Ood was seen only as a flashback to the first part of the Finale when the Doctor was taken to the Elder gathering.
