Most cities anywhere developed due to a natural resource. Rivers were a big point as was sea access. This gave those cities access to trade.
There is one way. You pinpoint the major cities, most likely the capital, and you research it. If the city has a big skyline, (Example: NYC, Tokyo, etc.) if it does it means there is lots of work and high rise apartments. That means its developed.
