Clay and Van Buren tried to not take a stand on the annexation of Texas because they didn't want to jeopardize their chance for being presidential candidate for their party.

The US Congress recognized that in many cases, transactions by the US president should remain within the executive branch. With that said, in 1844, US President John Tyler was determined to avoid public debate concerning a treaty to annex Texas. He attempted to "sneak" the treaty of annexation through the Senate in executive session. This strategy was defeated and the attempt was published in the newspaper called the Evening Post.
He didn't annex Texas because he was more inclined to keep peace with his own country over adding land to it. By annexing Texas he would have been adding to the area and strength of slavery power which was completely opposed by the North. He would also be getting the country involved in a war with Mexico for "taking" Texas from them, even though citizens of Texas wanted to be annexed into the US.

Because the South at the time wanted to expand slavery and many people believed in manifest destiny, which meant that they wanted to expand "from sea to shining sea".because after the Texas-mexicican war Texas was a free republic and voted to join the union.

He believed it would soon overrun the white population. Too many slaves on too little land he saw as a potential problem. Spreading the slave population in to the huge area of Texas would nullify the problem.
