When Washington was made President there wasn't an election. The Congress decided who would be President and they did that for many years. The founding fathers didn't feel the general population knew enough to election someone for the office.
Breast reconstruction, especially if it is begun at the same time as the simple mastectomy, can minimize the sense of loss that women feel when having a breast removed.

Congress is the group of people who mediate between the president and the citizens of the US. The members of congress are elected according to what they value and what they stand for and how much the citizens of the states feel they represent what they want to happen and far as laws are concerned. Congress exists in theory to represent the wants and desires of the general population of their state. In it's purest form a democracy represents all citizens. In practice, often congressional members, lawmakers are influenced by financial contributions from certain interest groups, which in effect means those with the most money to spend control the law making process.
