The Illinois militia group that Abraham Lincoln was part of in 1832 had about 300 men in it, including Abraham Lincoln.
The "Militia" and laws surrounding it pre-date the US Congress by a few hundred years. The precolonial congress introduced the militia act October 26th 1774, it has been updated again and again since then.
Article 1, Section 8 gives Congress the power to call forth the militia and to provide for arming, organizing and disciplining the militia. It does not specifically refer to Congress "keeping" the militia as it keeps a standing army.
In 1862, Congress introduced a militia law that required states to use conscription, which is the drafting of people for military services.
Abraham Lincoln joined and rejoined the Illinois militia three times. He served a total of 85 days. During his tenure in the militia he saw no combat duty.

Abraham Lincoln was a volunteer in the Illinois militia. He was chosen captain by his unit. He never saw combat but he did help bury the dead.
Lincoln was in his state's militia and saw limited action in the Blackhawk War.

It just showed that all the black slaves SHOULD be set free. In fact immediately after the proclamation was published it didn't do altogether that much immediately but the slaves started of thinking of President Lincoln as if he was a savior! And that's the truth!
